How can u get a vanity from an opposite faction?

How can u get a vanity from an opposite faction (except buying from AH). I see many elven costumes in the empire but how did people get them?

Some time ago there was possible to get items from one faction to the other, through a vendor NPC. Maybe some players that faction changed brought over some of their unbound costumes.
