I'm not sure what's the problem but try some of these solutions if you haven't yet,it might help:

1-Make sure your firewall or antivirus isn't blocking your download nor your install and make sure your antivirus didn't delete any file of the game files you downloaded.You can even turn your antivirus off till you're done with the install if you want.

2-Try to run the installer as admin by right clicking on it's icon and then choose run as admin from the menu.

3-I'm not sure about this but you might be missing some file or application to get this installer running well.I don't know what it might be but surely technical support could help you better beyond this point.

Edit:4-Also try rebooting your PC if you haven't yet as it might be lagging.
