not 100% sure, but i think i remember crafted gear giving a lot of anger and determination, which are pretty much useless to heal on lower astral sectors. try getting proficiency and brutality gear from WB and see if it gets better

EDIT: give us the stats u're using, probably those are the issue

did you maybe forgot to turn off "aura of potency"? but i guess not when you use healerbuild that is PMB approved

i agree with Mapz, when you show us gear / stats we might find out what the problem is together


also: did you target had wound complexity?

you probably was doing something wrong, had no aspect on, you were using the wrong rotation, you had a tank who didnt know how to rotate barriers, i dunno.

i was able to heal 2nd layer in crafted epics and it got me pretty far before i said fcuk the upgrade cost of multiple characters.

You reaaaaaally need to get rid of that determination and anger. You practically waste 25 stat points. With this number of stats I'd go for 30-35 profi, 40 brutality as healer. For determination to kick in properly you need to have your determination bar around 70-80%+ and you will not have that like that often enough to make it worth it in pve much, especially in low astral.
I don't know if there's something you can do about the stats right now (bought green wellebell gear is not going to make a big improvement, it gives too low stats and just one type), maybe try being dps till you get full blue astral gear with your own chosen stats. You can keep crafted gear that does not have determination and anger till you make the item astral epic though.
But in general, yes, healer is a good healer, it will get better with better gear (and cash shop ).

This might not make so much difference but i believe that epic crafted wand isn't as good as lvl 60 one. Since i think level 60 one will give more magical power

Although I don't think it can cause that much lack of healing.

and yes, summy is the better healer
alone the fact its HOT does not empty your mana when you hot the whole grp makes it vastly superior, but there are more advantages...

several people used full sets of crated epics to get them thru s1-s7 and several people did just fine, unless something changed between then and now, i dont believe that would cause him to get 3% heals

other options are wound complexity and runic curse. what runes did the tank have? did he have wound complexity on?

i play it myself, since patch 5.2 summy heals (including hot) seem to be even better
