Ok, so you are a new player. You will soon know what is Novograd :).
If you don't know yet, that's because you are not outside the Tutorial Zone, and you don't need this NPC, and wont be ablo to exchange anything at the moment, unless you wanted to exchange real money for gold, but if you are a new player, it's useless now.
