Looking at Empire guilds.

New player soon to come, will be EU/NA time zone ( some of both), are their any requirements on joining Utopie? Not looking to level up solo ( by this i mean i want a guild to chat with).

Don't really have any sort of requirements to my knowledge, however we do have a secondary guild to offer for leveling with bonus experience guild rubies (I'm afraid not much of chat going on in there though!)
We do expect our members to be at least on Mumble when doing some half decent content though (somewhat tougher sectors, AS, Dominion, raids, et cetera).

The majority of the players are also European, so you can expect the most activity around those evening hours in EU (6-11 PM CET).
