If you buy the Ark item from Item Shop, you'll be 65 instantly with level 5 runes, gears to your level, mount and some other stuff. You'll miss most of Allods lore, can't practice to master your class (all classes have had changes) and will have to return to all zones in order to complete world mystery quests for rubies and special skills.

In traditional leveling and questing, the answer to your question is: yes. And the astral gear upgrading is even worse than before. The most boring grinding happens in Eljune, Coba Plateau, Kirah, Irdrich and Umoir what comes to leveling up. Of course, it's much faster, if you pvp while leveling or purchase xp scrolls or play while Lucky Moment is on (rare). You can also level the beginning 5 times faster with a Priden race as the single zone covers levels 1 to 24 and you move straight to Asee-Teph. You can cover the entire zone, Howlem, within a day (in 5h, if you'd have a fast mount, loot pet etc Item Shop goods) while both Empire and League starting zones takes few or more days (1-2 days, if you'd have a fast mount, loot pet etc Item Shop goods). Of course it depends how diligently you quest - all quests and full reps or just main quest line without rep.

its easier than before
also, there are a few tricks; like:

- in asee teph level until 30 (or if you are brave and enjoy doing this 32, respawn is cheap at this time) with playerkills (even a new player can do this)
- once you are at level 35 repeat tensesstemple part 2 (TT2) instance until you are level 38, then continue quests normally (TT2 resets every 30 min!)

if you do this you will avoid the silly grinding completelty

(the "dangerous parts" are between level 30 and 40)
