pb with 3rd commander scroll

hey, i've realized some time ago that my "strategic advantage" (2% hp regen every 2sec while on mount if i remember well) doesn't work anymore (doesn't appear in my skill book but i have it in my character window (with all the things from strongboxes)
so am i the only one with this bug? how can i get it working again?
