Where to get Astral Keys?

Hi I am level 74 Healer Arisen, I see several people hanging around with Level 71 Legend Equipments from Astral and their level is currently at Level 74 same as mine. Which confuses me how can I be able to do astral and where to get my astral keys?

If it's really lvl 71, then it could be that they are returning players who go their legendaries a year ago at 70 lvl cap.

If it's lvl 69 then it's just from the 51-69 astral.

If it's 81, then yes, they've unlocked astral already, which can be done on level 73 I think. You get to that by following a quest chain on Ammer somewhere right before going to Polis.

Thank you. I'm doing the Ammer quests now. So excited to go astral.
