Combine Runes Quest

I am currently doing the Combine Ruins quest and have got to the part where I need to use the Rune Welder. The problem is that I can't find one. It isn't in my bag, nor is there one to buy in the shop. Can anyone direct me to where I can find a Rune Welder please?
