[Jeweler Manuscript] -> This provides an extra earring slot
[Scroll of the Wizard] -> This provides a powerful offensive and defensive trinket
[Scroll of the Carnifex] -> These provide out of combat healing, mana regeneration, cooldown regeneration, and the fatality vanity kill
[Scroll of Sacrament] -> These provide additional talent points
[Scroll of the Great Mage's Diary] -> These provide additional rubies
[Study of Perfection Parts] -> These provide additional offensive stat points
[Edict of Conclave Parts] -> These provide additional defensive stat points
[Commander Scrolls] -> These provide mount sprint, mount invisibility, health and mana regeneration, and faster mounting speed
[Martyr Scrolls] -> These provide upgraded versions of the martyr skills
[Mounts] -> These make you move much faster in game
[Sealed Vial of Condensed Water of Life] -> This allows you to redistribute your stat points an unlimited amount of times
[Sealed Vial of Condensed Water of Death] -> This allows you to redistribute your talent points and rubies an unlimited amount of times
[Scroll of the Master Goblin] -> This allows you to summon an astral servant at any given place or time
[Goblin Certificate] -> This has two options. It allows you to use your vial of life and death or change your reincarnation skills from your astral servant
[Reinforced Armor] -> This provides a resistance to being thunderstruck (not allowed to mount) once every 5 minutes
[Crystal Tear of the Dragon] -> This allows you to use your Dragon Tear skills at an upgraded level an unlimited amount of times
[Holy Weapon of Demise/Dawn/Twilight] -> This allows you to get access to +1 luck and have a beautiful vanity for your weapon
[Universal Core Morpher] -> This allows you to change your character's class
[Core Storage] -> This allows you to change your character's class
[Core Morpher] -> Take this to the goblin banker and change your class to whichever you choose
[Petrified Core] -> This item allows you to switch infinitely between 2 different classes
[Omificent Core Morpher] -> This item allows you to switch infinitely between all classes

For ship junkies:
[Impulsive Adaptive Cannon] -> This is a cannon that scales with whatever level of astral you are in
[Vortex Shield "Bastion"] -> This is a shield that scales with whatever level of astral you are in
[Important Gear Part] -> This is either a motor or reactor that scales with whatever level of astral you are in
[Shipyard Certificate] -> This is either a 15% increase in ship HP or a ship modification that allows you to have 2 extra cannons on the top deck and 2 extra cannons on the back of the ship

Please help me find if I have missed any items!
I AM ONLY LOOKING FOR ITEMS THAT ARE IN THE CS TEMPORARILY (Nothing like magpie or bag upgrader tokens. Only stuff from strongboxes or ... temporary sales)
I will also do a breakdown of some rune costs as well.
It will be from runes above level 4 however, seeing as how everyone can get a set of 6 level 5 runes for very cheap when they hit level 65 from the discounted Beginner's Pack.

This section below is devoted to understanding if you need/should have/don't need a specific CS Item, with explanations. Please keep in mind this is my opinion and not a bible. If you have something to add, please do so, but in a constructive manner. Please and thank you.

Jeweler Manuscript (Extra Earring Slot):
This item provides your character with the ability to have a second earring equipped (gear piece). Any gear piece that you can get or upgrade is vital to your character's damage and defensive abilities. I would make this an absolutely necessary piece of cash shop item. A Common Jeweler Manuscript allows you to equip an uncommon earring with uncommon glyphs. An Experienced Jeweler Manuscript allows you to equip a rare earring with rare glyphs. This continues until legendary. The Master Jeweler Manuscript allows you to equip fabeled earrings with fabeled glyphs. This means it is a "2 quality increase" which is huge. I would suggest you strive to have the best earring slot possible as it is a huge upgrade.
Common Jeweler Manuscript = everyone MUST have
Experienced Jeweler Manuscript = everyone SHOULD have (MUST have in order to be at least somewhat competitive)
Skillful Jeweler Manuscript = everyone should strive to have
Master Jeweler Manuscript = luxury (but something to strive for)

Scroll of the Wizard (Trinket):
This item is a trinket for your character. It "procs." Meaning it is not ALWAYS active and can only be active once every 60 seconds (offensive and defensive act separately). The higher the quality of trinket, the more stats it increases and the higher amount of stats it increases.
Scroll of the Wrathful Wizard = everyone MUST have
Scroll of the Deadly Wizard = everyone SHOULD strive to have (MUST have in order to be at least somewhat competitive)
Scroll of the Vicious Wizard = a little bit more of a luxury than anything imo (still a good idea to work towards for competitive purposes)
Scroll of the Brutal Wizard = absolutely a luxury, do not need.
Sealed Ornament = a luxury, definitely don't need. The Sealed Ornament provides additional stat increases and can be equipped while your other trinket is equipped.

Carnifex's Code (Character Buffs - Miscellaneous):
These items all offer different buffs to your character. The Page of the Carnifex's Code gives your character the ability to acquire stacks when you kill a mob. Upon leaving combat you are healed for a small percentage of your health. The Chapter of the Carnifex's Code, upon leaving combat and having killed at least one mob, provides your character with a small percentage of mana or energy back. The Part of the Carnifex's Code, upon leaving combat, having killed at least one mob, provides your character with a reduction in your cooldowns. Carnifex's code allows your character to gain stacks (from player kills) that give you additional Willpower and also gives your player kills an incredibly cool vanity animation.
Page of the Carnifex's Code = nice for farming, but unncessary for competitive play
Chapter of the Carnifex's Code = nice for farming, but unncessary for competitive play
Part of the Carnifex's Code = nice for farming, but unnecessary for competitive play
Carnifex's Code = amazing for PvP but ridiculously expensive and should be considered a HUGE luxury
Carnifex's Doctrine = I literally have no idea what this does until someone can help me out with a description it will remain as this

Scroll of Sacrament (Character Buff - Additional Talent Points):
These scrolls are great and provide your character with additional talent points to allow you to further your build for offensive or defensive purposes. Rare provides 1 additional talent point. Epic provides 2 additional talent points. Legendary provides 3 additional talent points. Fabeled provides 3 additional talent points.
Lesser Scroll of Sacrament = everyone MUST have
Greater Scroll of Sacrament = everyone SHOULD work towards having (I would argue it's necessary for competitive play as most builds require +3 talent points)
Superior Scroll of Sacrament = it's expensive, but it wouldn't hurt to have. Not necessary, so in the "luxury" category.
Legendary Scroll of Sacrament = too expensive for it's worth, not necessary, definitely a luxury.

Page from the Great Mage's Diary (Character Buff - Additional Rubies):
These scrolls are fantastic and provide additional rubies for your character to further your build offensively or defensively. Common provides 1 ruby. Uncommon provides 1 ruby. Rare provides 1 ruby. Epic provides 2 rubies. Legendary provides 2 rubies. That is a total of 7 additional rubies.

"The Study of Perfection" (Character Buffs - Additional Offensive Stats):
The Study of Perfection parts are great additions to your offensive abilities providing more stat points to increase your damage. The common paragraph offers +3 stats. The uncommon page provides +3 stat points. The rare chapter provides +4 stat points. The epic completed version offers +9 stat points.

Chapter from "The Study of Perfection" = Everyone SHOULD strive to have but not all will (would really help your DPS) labeled as "low luxury"

Edict of Conclave (Character Buffs - Additional Defensive Stats):
The Edict of Conclave parts are very useful additions to your character as they will provide additional defensive stat points making your character hard to kill. They also allow you to change where your stat points are used. In situations such as switching between PvE/PvP this is really, incredibly useful. Uncommon page provides +3 stats. Rare section offers +3 stats. Epic part provides +4 stats. Legendary Edict offers +9 stats.
Page of Edict of Conclave = Everyone MUST have (vitality unlocked)
Section of Edict of Conclave = Everyone REALLY SHOULD have (necessary for competitive level)(bloodlust unlocked)
Part of Edict of Conclave = Everyone SHOULD strive to have ([imo] necessary for competitive level because (tenacity unlocked))
Edict of Conclave = A great boost, but way too expensive for the average player - labeled "luxury" (willpower unlocked)

Commander Scrolls (Mount Buffs - Miscellaneous):
The commander scrolls offer "buffs" to your mounts or your character in some way or another. The uncommon version allows your mount to get a boost of speed. The rare version allows your mount to be able to go invisible for a few seconds (helps drop aggro or avoid thunderstrikes). The epic version heals your character by 2% per 2 seconds and provides 2% mana per 2 seconds. The legendary version allows your mount to appear 20% faster during the "mounting" process.
Lesser Scroll of the Commander = Most mounts are faster than this allows already...but it's so cheap, I'd mark it at "too easy to get to not say 'NECESSARY'"
Medium Scroll of the Commander = ALL NEED to have. Absolutely, 100% NECESSARY for any sort of competitive PvP play.
Greater Scroll of the Commander = Everyone SHOULD strive to get this. 0% necessary, 100% luxury, but it's a great luxury for it's cost.
Legendary Scroll of the Commander = 0% necessary, 100% luxury. Too expensive for it's little benefit.

Mounts (Various):
Common mounts are very slow, uncommon mounts are just about as slow. Rare mounts are okay, epic mounts are great. Legendary mounts are about as fast as necessary (most of the time can be gotten from Prophetic Cards - which by the way EVERYONE SHOULD BE TRYING BECAUSE THEY'RE VERY GOOD). Fabeled mounts are not needed by anyone.
Mount (Common - Horse) - Must have at least this...but would suggest splurging a little bit to get a better mount
Mount (Uncommon - Lion) - Must have at least this...but would suggest splurging a little bit to get a better mount
Mount (Rare - Gryphon) - Must have at least this...but would suggest splurging a little bit to get a better mount
Mount (Epic - Magic Carpet) - Must have at least this...but would suggest splurging a little bit to get a better mount
Mount (Legendary - Gaur/Pegasus/Wyvren) - I would HIGHLY suggest having a mount of this speed. You won't get behind in PvP or raids and you'll be able to quest much faster.
Mount (Fabeled - Wraith/Lightning/Rumble etc) - Absolutely 0% necessary but so incredibly fun and amazing to have. 100% luxury

Sealed Vial of Condensed Water of Life/Death (Character Buff? - Infinite Respecs)
These 2 items are incredible and fantastic and you should want both of them. Vial of Life allows you to reset and replace your stat points as many times as you'd like. Vial of Death allows you to reset and replace your talent points and rubies as many times as you'd like.
Sealed Vial of Condensed Water of Life = I would highly suggest getting, but I would consider it a luxury
Sealed Vial of Condensed Water of Death = I, again, would highly suggest getting, but it is VERY expensive and is considered a luxury

Scroll of the Master Goblin (Infinite Astral Servants)
This allows you to summon an astral servant at any time. What is an astral servant? Well I'll tell you. They allow you to access the bank, auction house, and many other nice things from anywhere. You can purchase mirra, and even vendor items to unclutter your bag.
Scroll of the Master Goblin = 0% necessary, 100% luxury. However, probably the single most lovely luxury in the game.

Reinforced Armor (Mount Buff)
This item allows you to avoid being thunderstruck on the first try (with a 5 minute cooldown).
Reinforced Armor = 100% necessary for competitive PvPers, not necessary for PvE

Crystal Tear of the Dragon (Character Buffs - Better Tear Skills)
This item makes your tear skills (last 2 skills on your talent page) either do more damage, have faster cooldowns, heal more, or whatever else.
Crystal Tear of the Dragon = 0% necessary, 100% luxury. Get yourself a permanent blue tear through doing the quests.

Holy Weapon of Demise/Dawn/Twilight (Character Buff/Vanity)
This item gives your character +20 stats and changes the visual appearance of your weapon.
Holy Weapon of Demise/Dawn/Twilight = 0% necessary, 100% luxury. 1 luck will not make the difference, this item is a piece of vanity

Core Morphers (Allows you to change your character's class)
I'm not going to go through each one individually because I don't think it's necessary to have any of them. If you're bored with your class, snag one of the ones from the AH during bids on Saturdays.
Core Morphers = Not necessary

Ship devices (for astral flying)
The developers have decided to make using your ship such a minimal part of the game it's incredibly sad because the astral ships was a huge part of why this game was different. So, these are also not very necessary since you can just queue through the CTRL+M menu.

Also, before the f2p bashers from the p2p server come in here...

I am still a bigger advocate of the f2p server than I am for the p2p server, regardless of having to spend some money or having to spend lots of time farming. A greater population and not necessarily having to pay is a much better decision for many.

Ahhh, I was never around for that sale so I have no idea how any of that worked.

Also, is the Doctrine a timed item? If so, is it 180d or 360d?
