you don't, was a free to play thing only when you purchased the collector's edition of the game.

If you wanna go instant lvl max minus 5, you have to buy the "Miraculous Ark" in the item shop, for a main character (under Service/Character), or the "Miraculous Ark for incarnation" (under Service/Reincarnation), for an incarnation.
With the New Order extension, you'll reach lvl 65 instantly.

This item doesn't exist on P2P.
