Support Healer - Belief issue

Hello everyone, im looking for support healer and i confused about 1 skill on support build.

skill description : your damage dealt out going healing are increased, and your incoming damage is reduced by %30 of your double atack CHANCE...!!!


For example i have %15 chance double atack chance.How is affect my damage and dmg reduc..? Thank you so much.

15% chance double attack => 4,5% more heal+dmg & less dmg by these rubies

solution:
(30% from 15 = 4,5)
