Water of Life/Death coupons?

One of my toons turned 70 recently and I expected to find the free water of life/death coupons at the goblin banker. No coupons. I've gotten them for a couple of other toons so I'm wondering what I'm missing. Is it linked to greatness or finishing some quests?
Second, what's up with mazes on Private Allods? I thought they were going to re-activate them this patch. I'd really like to start building.

Mazes will be reactivated in 7.0.2, they will receive significant changes too. Here's a guide, use google translate on it:

Also annoying cuz summoner got changed and couldn't test builds.

the article about the mazes is interesting, there seems to be a lot of new things to explore
someone knows what will happen to Meany Goblins in bag when 6.2 upgrade comes? (these are the ones that drop ultra rarely while farming)

It's still there (in that guide too, only it has different icon).

Thanks for the reply on this. I was kind of afraid that was the case. I got it on a reinc Scout and wanted it on the reinc Summy. :(
