if you have downloaded the gamefiles for YOU already then block upload completely, dont just limit it
(for downloading: limit all ports except port 80 for gamecenter process, this will stop the process from establishing peer to peer *** and just download straight from game-updateserver)
i blocked upload completely and it still downloaded over 3 GB of data...
while monitoring these activities i saw it was downloading the pack files, so its legit
the biggest part are the high-res files...
if you are limited on bandwith or want to save bandwith just because you want, you can also suspend the process from downloading after getting the core files, since high-res is not NECESSARY for playing, but very large
after it finished i suspended the process from network completely and now im fine
i only give it access to download if there is new content
it is really a bad move, that there is an option to "limit upload" ingame to 16kb/s but there is no option to stop download completely
what if i dont want to upload? right, game does not care, i have to solve this problem myself....
