For tanking
As a tank your prime offensive stat is swiftness. You need to be able to do your taunts and your barrier skills often. The more often the better. Im running about 650 swiftness, when I tank in astral or normal mode raids. For hardmode raid I use swiftness elixir on top of that. Doing damage is not a top priority as a tank so how you distribute the rest of your offensive stats is not so important. On the gear that cant get swiftness as attacking stat I mostly put it to proficiency and brutality. For tanking I usually run with my personal stat in vitality - damage is not a priority, staying alive is.
For dps
Pallies prime dps skills are the AoE and they all use holy damage. I suggest you stack as much holydamage as possible. You also need quite a bit of swiftness - around 300-400. I suggest that you put the rest offensive stats to profi/deter/brut.
Mmm... I think I would debate a few things here with you, Ara. While damage doesn't matter a LOT as a tank, there is such a thing as doing too little. Your aggro is based on your DPS, after all, albeit massively inflated. You want about 150-200 points in holy damage and probably split the rest into either swiftness when you can or proficiency when you can't. I don't think there's enough points left over for brutality to really matter in your overall final DPS. I am concerned about stacking swiftness too high, though, given it drastically decreases in effectiveness past 500. I'm not sure what your defensive stats look like, but you'd also want to make sure you aren't putting too many points into vitality and ignoring caution/survivability. The former can be invaluable because it will proc for hits that would drop you below 40%, even if your actual HP isn't that low, though it'll only proc for the portion of that hit that would extend below the 40% mark.
As for DPS, you actually don't want too much holy damage now. I'd probably top out at 200-250, maybe 300. But holy isn't your sole source of damage now, given there's a fair portion of Incinerate that's still phys. I haven't done any testing since 7.03 dropped, though, so I can't tell the value of investing in the phys damage stat. But past ~170-something points in holy damage, you definitely see a huge drop-off in effectiveness. Better to balance that multiplier with the ones from the main stats, you'll end up with quite a lot of determination if you're doing it right, with ~100 fewer points than that in brutality if memory serves.
