You get a quest to make one at some point but not sure at which lvl since i made mine years ago and don't know if they changed it.

The creating of ones ship does not enable that, you actually need to win 1 of the 5 port slots that is at astral academy, you then hop on your ship and it somehow does that, it happens with league as-well, it will travel a fair distance, one of the places is Asee and Eljune.

yes this is related to the ship-port-auctions
if you have this you can make a joyride
both factions have that

i once was flying over asee teph with astralship and then jumped down, if you survive the falldamage you can just play on

Yeah, you need to speak to the pier guy at your specific pier. There you can select to take a ride with your ship trough Nezeb-/Novograd, Dead Sea/Black Water or the Holy Lands (Eljune -> Asee -> Coba).

It's not longer like that. When you jump down you will get ported to a safe place after like 3 seconds.

You don't actually need a pier for that. It's just necessary that someone has a pier and take you on board. Then he/she can invite you to the voyage aswell ;)
