where can I find the capitals in game??

league: finish starting instance + the quests on the island (you then take a ship to novograd) - get into the city on the main square
empire: finish starting instance on ship + the quests on the resort "cloud 9" (you use an item on an police orc npc and the get teleported into nezebgrad) - get into yaskers tower "eye of the world"
