Experienced Jeweler Manuscript - Bug - Not Working

I have a problem with mine character.
I just bought Experienced Jeweler Manuscript from AH and i cant use it on mine character.
It says that Ability is already avalaible when i want to use it but i dont have it in mine Unlocked Feature Tab.

I have this character created long ago around 4 years into past when Allods was still a New MMO. And it was Transfered when G.Potato was still publisher.
I just decided 2 weeks ago to give it another try. Same happened with Ruby scrolls that disapeared even when i had unlocked them long time before so i just rebuyed them but i was able to use them without problem.
Plz help with fix because i want to buy Epic Scroll at some point when i will have Gold for it and it will srsly piss me off if i will be unable to ulock Epic Earring.
