Why the equipment transmutation is empty







How can I get this Shi has some armor in the bag but the hammer refuses to turn it

Transmutation works only for 95 level armor. One you have is probably 94.
Materials you marked in second picture are from "Mysterious shards" found in "Boxes with loot" which can be bought from pvp and astral academy npcs or after killing bosses in astral allods, distortions and observatory. If you open those with astral key you get shard with material, opening without keys (or helping hand active) produces dust.

You can get fragments in a way that is easier because Astral is difficult and gives very little quantity

Astral allods and distortions are easiest way to get materials.
Observatory raid gives only blue materials once a week and is a bit more difficult.
Hunting demons in astral to get currency for buying boxes require geared ship and pvp activities like battlegrounds or rating combats require decent gear if you don't want to increase chance of your team to lose and make getting currency slower.

Edit: using boutique hammers (can use gold to buy crystals) give 50% more material for increased price. Amount of blue materials is limited with keys.
