Experience/Level freeze

Hello,

I wonder, is there an 'experience eliminator' NPC in this game?, i've been looking around but i didn't found anything.

Only on reincarnation, turning off your reincarnation buff. But then still you can get exp by pvpkills. Which are very rarely happening in levelling areas.
No other way of doing so ;s

+ with active reincarnation buff when you die you lose some exp but you cant lose exp from pvpkills and you cant get lower than 0 so your level wont go down
