Fastest way to level?

So im leveling my first main character, he's a level 32 Engineer, and Its such a slow grind to level. I've considered buying the Ark to just skip it all because I enjoy the game for the most part (I imagine it only gets better at max level), but I feel like I'd skip so much I probably need to learn about the game. So seeing as I am willing to spend money on the game, would people suggest I just take the Ark and leave all this boring leveling behind me or should I just buy a ton of Folio's of Knowledge and keep plugging at it? Is there maybe a third option?

Ark will not give You playing experience and I'm not thinking only about playing one class (for example effects of being under geared or over geared, stats, importance of proper skill rotation etc.).
Lately every weekend starting from Friday ending at Sunday we are getting Smile of Fortune bonuses (including bonus do xp from quests). My advice would be to level up during this event. It will be a lot faster and will save You some old fashioned grinding of mobs for missing exp to unlock quests in new area.
If things stayed the same as they were few months ago exp grinding will reduce dramaticaly (to almost zero) once You can get to Gipat (lvl 40).

In any case if You miss exp to unlock quests in new area You can always do low level astral (quite hard to find group for that) or Mysterious Lands (CTRL+M->Dungeons->Time Void->Mystrious Lands, select and click GO and don't forget to take some mercs).

There is also option to join "leveling guild" which will grant You 20% experience bonus.

As explained by Sideer, use LM to your advantage. I went from 1 to max in one day by doing nonstop time voids on LM, abort all objectives you get til you get "bulwark of light', that one is the big bang exp bomb. Timewise that's the fastest I have found so far. catching up on your quests and raids and wm's will be very easy and fast with all the marks of fate you'll have by simply autocompleting all the quests. I recommend you to use AutoQuest addon (alloder.pro)

Any quest where you have to defend some npc is good for leveling. Just skip any pursuit/escort quests.

Another method is using Time Void to get 3-4 levels higher than current zone then doing quests. You hit max level a bit later but total total time used to level up and complete world mystery quests - important for rubies/skills - will be a bit less.
