Cards of Prophecy or..?

...Cards of Profit-cy (if thats even a word)?

Do Prophetic cards seem to be based on actual luck or is it automated and rigged? I feel like I need to spend a lot of compasses to make the system even give me one of the best prizes.

Just some thoughts...

It happened to me once i got mount reward with free compasses received in mail. It means luck is important.
On the other hand rewards are getting better with increasing amount of compasses used. At least it was this way in previous events.
