low fps

Hello i need advice ...how to increase my fps ? because when i am in novograd or crowned area with players not mobs i got like 15-20 Fps when i am questing its ok 60 Fps always...like when imperials invaded novograd i got like 3FPS...
here are my Specs: Nvidia geforce gt 820m intelR core i3-4000 2.4ghz 8gb ram and 500gb ssd
when i play ON full graphics i got same FPS as on LOW graphics...resolution change didnt helped me... :S

you have a really weak system & allods only can use 1 core properly so all you can do is either get a better system or accept it how it is
