Timelessness Access for leveling

I read somewhere that you can access Timelessness to rapid level 25-60. How to I get there? I cannot find anything in game or in forums that describe getting there.

open battleground menu where you sign for battleground and check the tabs below, should be there
dont remember what the original shortcut was as i changed its binding. maybe CTRL M?
