Cross-faction PvE

Since the population problems and all, could P2P(and perhaps F2P too since it's probably copy paste code) get cross-faction PvE Queues?
Signing for astral would be queues with both league and empire. Same for guild keepers, obs. Perhaps at some extend for compass too? We already communicate a lot cross faction via discord. The game is not keeping up at this point regarding player potential for what's left.
Players are sometimes stuck on lacking people to do certain content, but looking at both league and empire, a lot more could get done.
The different factions in a current stage, is already a bad idea considering EU's population situation.
