CPU and GPU

It seems that in Allods Online fps is formed not by the video card, but by the processor. Here's an example. When mass fights or passing the boss I have fps 10 frames per second at minimum settings, the CPU is clogged at 100% GPU at 15-20%. Video memory at 60%. All drivers for the video card chipset are new. Direct C++ and framework are installed.
