How to build a ship?

People tell me how to build a ship? On one site say you need to have a 35 level and 3 licences and something else there. On the other they say that you need to have a level 40 and there itself somehow everything will work out.

Hello there!

Iirc you have to be level 52 and finished Irdrich / Rebels Refuge and you will get the Quest!
