Performance issue

With the following hardware specs:
Processor - i7-9700K CPU @3.60GHz 3.60 GHz
RAM - 32GB
Graphics - 3060
The game is showing terrible jitter and 25 fps. I've changed the settings, disabled and enabled everything, and still, 25 fps at all settings. Has anyone else encountered this, or has the game become that demanding?

A 9700K + 3060 is still plenty for most modern games on medium–high settings. If every setting gives the same low fps, it usually points to something outside the graphics options — CPU bottleneck from a bug, background processes, bad drivers, or the game not using the GPU properly.
