in light of these numbers, do you guys think it's ok? I mean, I know the old argument about "You don't need 13s, 7s are fine", but still, having something in your game that costs that much money (full level 13s are around my salary for the whole year) makes me feel weird.

Once gear is equal and skill is equal, the ONLY thing that WOULD matter would be rune level lol.

In raw numbers it would be but it's not exactly like that.Don't forget about scrolls from strongboxes which give bonus stat
points. Was it +20 stat point? I don't quite remember the exact amount.
But if You add all those bonus skill points in proficiency You get potentially +20%
dmg boost.
Combining all that potential dmg bonus:
+120% from full 13 runes
+250% from pat5
+20% from stat points from strongboxes
I think Everyone gets pat 4 for free during leveling, which is +200% dmg so comparing non-cash-shoper with full cash shoper
=190% instant dmg increase Allmost 2 times as much damage as someone without runes, patronage

Specs and skill yes, but stat distibution; not as important to balance since 5.0. It was said by the devs that the new stat system meant that even badly loaded stats would only knock out your dps by a max of 10%. Under the old system, you could screw your dps and heals up completely by not balancing your stats properly and the balance would also depend on the enemy you were fighting.
They simplified the stat system to make it easier for players to understand, but in the process put the emphasis on gear and runes. We used to be able to kill top tier players because they were stat balanced for PvE over PvP. Your stat balance used to be crucial. Not so much now.
