So in the latest patch we "Mages" were given some ruby changes.
Mage
All Mages will receive Water of Life and Water of Death via ingame mail.

Conflagrate now starts a combat, if cast on a member of the opposite faction.

Snow Dam Ruby has been replaced by Swirling Snow Ruby. It has a 33%,
66% or 100% chance to grant 2 extra stacks of the effect to all shields
and illusions.

Positive Feedback Ruby has been replaced by Blizzie. It increases
critical damage chance of all spells. Elemental shields and stone
barriers are removed by purifying effects by 5, 4 or 3 stacks at a time,
depending on the level.
Breakdown Ruby. Flash now removes enemy's target from the Mage.

Casttime of Elemental Surge is now 6 seconds. Damage dealt has not been changed.

Breakdown Ruby is now placed differently.

The highlighted text is either explained wrong, or it's a bug in game.

first of all it's the wrong name, then it's lightning spells, and not all spells.
