Question about the Stat Points

Hello Community

I became level 60 and went astral with my guild. I bought the new item set which was sold at the umoira map. My Problem is i do nearly 0 DMG (The only good thing is my heal so far xD).
I am kinda pissed because I tried some builds with the new stat points system but I have no clue where i should put them. Could you give me some advice or hints?

I am interested in PVE not PVP

Proficiency and Brutality are your main stats for DPS. These should be equal more or less.
