Want to return, how is the game pop

Thinking about returning to my level 20 character and starting levelling again (without paying a dime) How is the current population though?

game feels high populated
BGs pop every few minutes on the main times
if you play completely free and want some infos there are some useful ones on the forum regarding this topic :)
