How to get it beside buying it at upgrade NPC? is there any way?

thanks all!

one thing came to my mind:
from quests we all got a green upgradeable chestarmor and a cloak... is it possbile that with the other quests (that come after blue progression level is unlocked) we get other parts of the gear from quests then?

Well, maybe you can buy lvl 66 green items for astral coins and downgrade them. :P

No, that's the only quest that rewards upgradable gear.
