Carnifex does not work on NPCs in Cargallas

since carnifex by description works on all enemies (+-5 level to your own) it should work on the NPCs in cargallas too, but it doesnt
pls fix

The best solution IMO would be to remove the mobs, no mobs = no bugs :)

by this logic we could also remove the carnifex :P
(i know you really dislike the NPCs)
