New/returning player guide needed

As the topic said, we need a guide for new and returning players considering the most often asked questions and it has to be made "permanent" on that Important Notices etc section where Gladia has useful links gathered, but as a new post clearly showing it's for new and returning ppl.

It's very tedious to answer the same questions a hundred times because very few players bothers reading through pages after pages of old posts to find answers. Most are not patient and want their answers right with the instant, thus everyone keep making similar post not even thinking there has been 10+ ppl asking the same thing couple days earlier.

I know there has been a ton of posts dealing with these same questions and it would be great, if they could be brought under same post.
