how do draconic relics work now?

first they were just random small amounts of extra stats.
then they were "activated relic abilities" where if you used a certain spell, say flying blade for bard, it would have an added 34+ to str making it have higher dps.

but now how do they work? are they back to being stat bonuses? Like stamina and whatever bonus stat it can have that you dont find on gear (luck and anger)? so why the emotions? For incase they go back to being activated abilities?

Same as last patch. The only difference you may notice is the offensive passive stat now increases stam rather, and when using a corresponding talent identified on the relic itself it activates the passive offensive stat labeled below the description. Draconic list you probably already had access too.
