Yes always the Empire. In the other Hand Yuna posted some pictures where you can see the league doin' the same.
Its obviously not always the empire, both factions are involved. But you are right, they have to fix that as soon as possible.

I didnt have a match not involving immo on both sides. At my first AoD there were 12!!! immortals 6-6 in both sides xd
