be sure, that your
firewall and virus protection are not
blocking any relevant connections / files (you can test that by deactivating your firewall and VP for some minutes, and retry the installation, if it works after the deactivation, take a closer look into your blocked connections and files, and unblock those, the Launcher and the game needs)
and that no
other application is fully using your connection (e.g Windows Update or any other downloads, just open the taskmanager and take a look at the network monitor). Also perform a clean up of cached files after uninstalling Allods Online before you reinstall it (e.g with CleanMaster or CCleaner a.s.o).
If the problem persists, I would beg you to give us some more informations, Windows Version, System Specks, etc. perhaps this can be linked to any known issues regarding your system or to contact the support:
