I've been fumbling through these quests for this, I'm supposed to find an informer - they tell me the location is between the house of fools and the dwelling of ships. I have no idea what that means. Can anyone help?

Hello,
House of Fools = Palace & Dwelling of Ships = Port.
So it is located on the main street at the Irene entrance. You need to find the “Unremarkable Guest” mentioned in the encrypted message.
